The EACH/PIC Coalition submitted written testimony to the House Committee on Government Operations and the Senate Committee on Finance ahead of consideration of H.B. 424/S.B. 357. The letter urged both committees to oppose the bills that would expand the upper payment limit authority of the Maryland PDAB.
The letters outlined the limitations of upper payment limits to lower patient costs and highlighted patient concerns that access to their needed medications could be compromised under UPL policies. The letters urged Maryland legislators to consider alternative reforms that would better address patient-reported obstacles to care.
