EACH/PIC Statement on CMS GLOBE Model

October 1, 2026

The EACH/PIC Coalition issued the following statement in response to the final GLOBE Model released by the Centers for Medicare & Medicaid Services:

“The EACH/PIC Coalition remains opposed to most favored nation policies since they are unlikely to deliver meaningful savings to patients. Despite changes to the model, the final rule does not do enough to protect patients from new barriers to care or address the real drivers of their affordability challenges.

“Lowering what Medicare pays does not necessarily lower what patients pay, and efforts to reduce federal spending should not come at the expense of stable access to medically appropriate treatments. Patients need reforms that directly address the barriers driving their affordability challenges, not policies that risk introducing new barriers to care.

“We urge policymakers to instead prioritize patient-centered reforms that address insurance design, utilization management, cumulative healthcare costs, and barriers that prevent savings from reaching patients, while protecting access and preserving patient-provider decision-making.”
